It takes hard work and dedication for a family-owned business to stand the test of time, and the three generations behind All State Construction are very familiar with what it has taken to be here today.

All State Construction founder Fernand ‘Fern’ Pare, a welder and boilermaker, arrived from Canada, became a U.S citizen and began by working out of his own home with an office in the garage and one truck in 1973. Not too long after that, Fern purchased a former car wash, had it converted to suit his needs while growing the company to around twenty employees, and his two sons joined the business. With Richard in the office and Pete in the field, Fern was running a small, successful, family business that focused primarily on boilers and heating.

As it holds certification stamps from the American Society of Mechanical Engineers, All State Construction can work with pressure vessels and repair and build boilers, putting All State ahead of the competition and giving the company a niche in which to work. It holds certification stamps “U”, which allows the company to manufacture pressure vessels which hold gasses or liquids, “S” for manufacturing and assembling power boilers that create heat to produce steam, “H” for manufacturing and assembling heating boilers and finally, the “R” stamp for the repair and alteration of high pressure, low-pressure boilers, and pressure vessels.

Sometime in the mid-eighties, there was a mandate that underground fuel tanks reaching twenty years old needed to be replaced to avoid leaking into the ground. As this was an especially big problem in the Northeastern United States, All State Construction invested in excavation equipment, holding the market in providing this replacement service.

As word of this service opportunity reached other businesses and more companies started to offer similar services, it became too competitive for All State Construction, which inspired the company to branch out into a wider array of underground utility works. This included piping systems such as steam, chilled water, and high-temperature hot water.

By having the best of both worlds with mechanical crews working on the pipes and site crews performing the excavations, All State became one of the only companies around doing everything in-house. Today, underground piping accounts for approximately half of All State’s contracts.

In 2000, Fern retired, and Pete and Richard took over the company and were later joined by Richard’s son Marc to make this a third-generation, family-owned business. Under their management, the company grew to 120 employees, taking on industrial and commercial central utility plants within the government, municipality, healthcare, education, gaming and correctional facility sectors.

Trade organization, Associated Builders and Contractors (ABC), has given awards to All State Construction on more than one occasion, two of which were the Excellence in Construction Award for its work on the central utility plant at Central Connecticut State University and the new MGM Grand at Foxwoods Casino. The company is very serious about the safety of its employees and surrounding people on each project, and this has led to countless safety awards presented to it by ABC.

In the last two years, All State has had over twenty five percent growth in revenue, continuing to take on multi-million-dollar projects. Just recently, it completed a rebuild of a West Point military academy barracks where it tackled all of the HVAC work in addition to the underground distribution piping. All State is also constructing a new main chiller plant at West Point which will provide chilled water to the barracks and provide those staying at West Point with air conditioning for the first time since its inception in 1802. Underground distribution piping replacement and converting from steam to high-temperature hot water are additional contracts being performed by All State Construction at American University in Washington, DC.

“We were recently invited to bid on a project which involved renovating a central utility plant and installing over 30,000 linear feet of distribution piping. This was ‘invite only’ by the owner who only approached top tier mechanical companies in the northeast who they thought could handle a project of this size. That kind of recognition means a lot to All State,” said Executive Vice President Pete Pare.

All State’s reputation of quality hard work is clear through its continued relations with clients, awards, experienced tradespeople, and diverse expertise. With its successful history of obtaining pre-qualification status and the support of its bonding company carrying a large bonding capacity, the company is able to bid many projects with very little competition.

As 2019 continues, the company intends to expand its main offices and management staff, increase the HVAC and service department, add new managers, sheet metal installers and service technicians as well as investing in additional automated welding equipment to broaden its pre-fabrication capabilities.

With support from its preferred suppliers, vendors and subcontractors, All State Construction is sure to continue its successful growth in size and reputation.

From the humble beginnings to the expansion and insight of diversified general, mechanical and civil contractors, All State Construction is now one the most respected contractors in the Northeastern United States.
